I could not find a formal copyright record for The Terror (or its alternate titles) in the US Catalog for Copyright Entries, Motion Pictures, 1960-1969. Also, I see no copyright notice in the opening or closing credits of this movie; although it could have been edited out or cut short in the various copies that I could find.
After searching for every known alternate title for The Terror (of which there are at least a dozen), and finding nothing that indicates that the movie was ever formally recorded with the US Copyright Office, I believe that The Terror is in the public domain.
An entry found on Wikipedia.org also states that The Terror is public domain for not having a copyright notice in the film.
