US Copyright Office records indicate that the original copyright date for Sinners in Paradise was May 2, 1938 by Universal Pictures Co., Inc. However, in the 28th year after its production, the copyright holders failed to file a formal copyright renewal. Therefore, the movie became public domain in or around 1966.
I'm confident that Sinners in Paradise is in the public domain since there is no formal copyright record in the US Catalog for Copyright Entries for Motion Pictures, 1960-1969. Additionally, Archive.org lists this movie as public domain with the creative commons attribute.
