It's clear that Paramount Pictures, Inc. declared full rights and ownership in 1939 as shown in the opening credit copyright notice. However, it appears that Paramount never filed for a formal copyright as I found no corresponding entry in the US Catalog of Copyright Entries for 1939. Additionally, in the year of the film's copyright expiration, 1967, a formal renewal was never filed per the law at the time. I believe that this animated movie is in the public domain due to failing to file a copyright renewal. Archive.org also lists Gulliver's Travels as being public domain.
