The US Copyright Catalog for Motion Pictures, 1940-1945 shows an entry for Detour as being released by P.R.C Pictures, Inc.; with a copyright date of Nov. 7, 1945. However, 28 years later, in 1973, the movie should have had its copyright renewed, but it was not.
Since there was no formal copyright renewal recorded with the US Copyright Office (a requirement for all movies prior to 1964), Detour appears to be in the public domain.
Archive.org and Wired.com also list this movie as public domain.
